Preheat oven to 350°F.
Mix all ingredients in a mixing bowl, until batter thickens and well mixed.
Line an 8x8 inch baking pan or smaller with parchment paper.
Press the dough evenly at the base of the pan until a crust is formed.
Bake for 10-12 minutes or until toothpick comes out clean.
Remove and spread the softened chips evenly.
Allow to cool before cutting.
